This special vehicle is hired by my town. Our town can't afford own municipal police. Man is driving this car randomly in my town Choceň (Czech Rep.), on random routes, in random times. He has special permission to give a fine and even arrest suspect in coordination with state police, which has police station in my town too - but they have quite big district and they can't stay in town for all day.

For example: Two years ago some brawler destroyed storefront in central part of the town. This cars was by chance driving around. The brawler was pacified by driver's skills and transported to police station.
